Police said a car owner don’t need to register a newly purchased Nigerian-used car that is already registered on the E-CMR portal.
In January, the NPF said a total of 1,519 stolen vehicles were recovered nationwide in 2024, using the e-CMR platform.
The Nigerian Police Force (NPF) has highlighted the easy steps to change the ownership of a newly purchased Nigerian-used cars that is already registered on the department’s Central Motor Registry (e-CMR) Portal.
In a post seen by Autojosh on its official social media platforms April 3rd 2025, the police said a new car owner don’t need to register a newly purchased Nigerian-used car that is already registered on the E-CMR portal, adding that the seller only needs to initiate a change of ownership from their profile.
“Did you know? If you’re buying a Nigerian-used car that’s already registered on the E-CMR portal, you don’t need to register it again. Simply ask the seller to initiate a Change of Ownership from their profile.”
“This ensures a smooth transfer of ownership, helps you verify the vehicle’s history, and protects you from potential legal issues. Plus, it gives you peace of mind knowing your new car is not a stolen vehicle.”

A message from the Force Public Relations Department urged a car buyer and seller to follow these steps to obtain a CMR certificate and complete a change of ownership for a vehicle.
STEP 1
• The seller (or applicant) must visit the CMRIS website at “https://cmris.npf.gov.ng” to create a profile and apply for a CMR certificate.
STEP 2
• The seller should log in to their profile
• Go to CMR Information.
• Select Motor Vehicle Change of
Ownership.
• Choose the license plate number of the vehicle being sold.
STEP 3
• For an existing buyer profile : Enter the required data and upload the necessary documents.
• For a new buyer: The buyer should visit “https://cmris.npf.gov.ng” to create a profile.
STEP 4
• Confirm Identity :
Enter the verification token sent to the buyer’s phone number and email.
STEP 5
• Review the information provided.
• Tick the checkbox to confirm accuracy. then click Proceed.
STEP 6
• An invoice will be generated, which you can view or print.
• Click Make Payment using any listed payment method.
STEP 7
• After successful payment, a receipt will be generated, which you can view or print.
• Click Finish to complete the transaction.
It will be recalled that the Force Public Relations Officer ACP Olumuyiwa Adejobi, in a press statement issued on January 30th 2025, said that NPF recovered a total of 1,519 stolen vehicles nationwide in 2024, using the e-CMR platform.
