Is This Legal On Roads? (See PHOTO)

This ridiculously over-loaded vehicle was spotted on the road.
But is it legal to load a vehicle to that extent?
Over and above the practical considerations, there are legal obligations for motorists. Overloading vehicles are considered illegal, that is if they carry loads that are above their legally permitted limit.
Violation attracts, well, not so severe penalties.
On federal roads, overloading a vehicle can attract a penalty of N5,000.
While on roads in Lagos state, it attracts a fine of N2000.
