Tesla is advancing its robotaxi service by applying for a permit in California to use its vehicles for paid rides. This is a significant step in realizing its vision for the service.

According to reports from Reuters and Bloomberg, Tesla will initially launch its service with drivers behind the wheel. Although Tesla’s founder and CEO, Elon Musk, has long promised a fully autonomous taxi fleet and announced last fall that the ride-hailing service would be available in the U.S. by 2025, regulatory challenges and the current limitations of Tesla’s Full Self-Driving (FSD) software mean that a driverless service is not yet practical.

Musk’s strategy is similar to Waymo’s, which started with human drivers before going fully autonomous. Tesla plans to launch its service in Texas this year, possibly in June, and later in California. The company needs both a passenger transport license and an autonomous vehicle license for its taxi operations.





Tesla’s eagerly anticipated Cybercab, a purpose-built autonomous passenger vehicle, is currently in development. It was unveiled in October 2024 and has no steering wheel or pedals, but production isn’t expected until 2027. Until then, Tesla’s ambitions will rely on its existing fleet of electric vehicles with human drivers.

Musk has often talked about Tesla’s unique approach to autonomy, which relies entirely on cameras and neural networks rather than the LiDAR favored by competitors like Waymo and Cruise. The approach has sparked debate in the industry, with some experts skeptical about whether Tesla’s vision-only system can safely achieve full autonomy.

Meanwhile, Waymo is ramping up its driverless operations and now provides more than 200,000 paid rides a week in cities like San Francisco, Phoenix, and Los Angeles. That puts pressure on Tesla to prove it can compete. But Tesla’s robotaxi ambitions extend far beyond the US. The company also wants to launch its service in China.
