New research shows that plug-in hybrid electric vehicles (PHEVs) emit significantly more CO₂ in real-world driving than laboratory tests suggest, largely because drivers often fail to charge them regularly. Regulators must update utility factor calculations to reflect actual usage and ensure these vehicles meet their promised emissions standards.

Real-World Usage vs. Regulatory Assumptions

Current utility factor calculations overestimate how often PHEV owners charge, leading to real-world CO2 emissions and fuel consumption that are two to four times higher than official ratings. Because regulators assume ideal charging habits, these vehicles earn compliance credits despite poor real-world performance. To restore technology neutrality, regulators must update utility factors to reflect empirical driving data rather than laboratory ideals, ensuring that compliance metrics match actual vehicle usage.

Don’t Treat PHEVs Like BEVs

While disheartening, these findings are expected. Current regulatory loopholes allow manufacturers to market PHEVs as zero-emission vehicles without ensuring consistent charging. Rather than eliminating them, regulators must hold PHEVs accountable by aligning testing standards with real-world driving data to ensure genuine environmental progress.
