Canada Border Services Agency fines Ontario business owner $26.7M for failing to declare exported vehicles.

The CBSA says that the fine is equivalent to the full value of the exported used (Tokunbo) vehicles.

It follows a four year-long investigation led by the CBSA’s Criminal Investigation Section in Halifax.

During the course of the investigation, CBSA Halifax reviewed and analyzed more than 750,000 records.





The Canada Border Services Agency (CBSA) has issued a fine of CAN$36.9 million (approximately US$27 million) to an Ontario business owner for failing to declare over 2,300 used vehicles (Tokunbo) that was exported from Canada to West Africa.

The fine, which is equivalent to the full value of the exported used vehicles, follows a four year-long investigation led by the CBSA’s Criminal Investigation Section in Halifax.

CBSA Halifax initiated the investigation in 2021 after discovering the Ontario exporter was shipping a large number of used vehicles to West Africa without completing the required export declarations.

“Two search warrants executed by the CBSA in London in July 2023 resulted in the seizure of various items including business and financial records, vehicle titles, bills of sales, bankers boxes of documents, computers, cell phones, and SIM cards,” CBSA said in a statement.

During the course of the investigation, CBSA reviewed and analyzed more than 750,000 records. In August 2025, the agency served a Notice of Ascertained Forfeiture to the business owner for not reporting the exported goods as prescribed under section 95 of the Customs Act.

For this investigation, CBSA collaborated with the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), the US Customs and Border Protection (CBP), Homeland Security Investigations and the London Police Service.
